Two questions decide whether a container can go where you want it: does the city or the state allow it in that spot, and what does the local code ask of the company hauling it? Here is what each official source says, as read in October 2026.

Who may haul in Bentonville: City Code § 42-80 limits refuse pickups and hauling to City-owned vehicles or vehicles whose owner has a written contract with the City. No City page we found mentions roll-offs or construction debris, so we check the City's requirements and the placement with you before booking. Driveway or private lot: the simplest spot. Bentonville street, alley or sidewalk: the City requires a right-of-way permit for work in the public right-of-way (§ 50-721), and § 82-120 bars obstructing streets and sidewalks. State highways such as I-49, US-71, US-62, AR-12, AR-72, AR-102, AR-112 and US-412: the right-of-way is held "inviolate" (Ark. Code § 27-67-304) and we found no ArDOT container permit, so never there. Who may haul in the county: the Benton County Solid Waste District licenses haulers (8 CAR § 110-603), and the Boston Mountain Solid Waste District does the same in Washington County (§ 9.02). Nearby towns: most have their own hauling rule, below. We're licensed & insured.
Bentonville runs refuse collection through the City. Code § 42-71 says every structure where people live or a business operates "shall use the refuse pick up services provided for by this article and pay the charges specified by this article", and the City's Trash Service page says the service is included with your utility bill and provided by a contractor under the City's service contract. The code defines refuse broadly, as "any and all garbage, trash, rubbish and debris of any nature", including wood scrap (§ 42-70).
Then comes the key section for any roll-off company. City Code § 42-80 says: "No pickups or hauling of refuse shall be made except by city-owned or authorized vehicles. Authorized vehicles shall be those as to which the owner has a written contract with the city." A violation is a misdemeanor, and each day is a separate offense. We found no City page, FAQ or code section that mentions roll-off containers or construction debris, and no City exemption or permit for them. So in Bentonville we check the City's requirements and the placement with you before booking, and we start with the driveway.
Bentonville Code § 50-721 says: "A right-of-way permit is required for: All work performed within the public right-of-way that is not associated with a defined project in this Chapter." The Street Department's Right-of-Way Permit page says the permit is applied for online through eTrakit, that all submittals take 5 business days for review, that the permit must be posted clearly visible from the street, and that a traffic management plan following the MUTCD is required for all closures and detours. Questions go to the Street Department at 479-271-3130. The code also requires a clear pedestrian path of at least five feet along sidewalks at all times (§ 50-721). Neither the code nor the permit page names dumpsters, so we ask the City before any street spot. We do not publish a permit fee; check the City's current fee when you apply.
Two more sections apply on the street. § 82-120 makes it an offense to obstruct any street, alley, sidewalk or square by placing boxes, barrels or anything else that blocks easy and free passage, with an exception for streets necessarily obstructed while an improvement or building is going up. And § 42-81 bars dumping or accumulating refuse on any street, sidewalk, park or other public place. We found no City rule setting lights, reflectors or a time limit for a container in the street, and none is claimed.
Roll-off trucks weigh well over three tons, and Bentonville treats any vehicle over three tons as a truck (§ 94-59). Under § 94-63, as amended in 2026, a vehicle over three tons may not park on any street, alley, easement, right-of-way, parkway or sidewalk in the city unless it is loading or unloading commercial commodities with a bill of lading or other papers on board, and in the R1, MH, T2, T3 and T4 zoning districts only between 7 a.m. and 9 p.m. Trucks over three tons also keep to designated truck routes and state or federal highways, leaving them only to make a pickup or delivery (§ 94-64).
That fits how we work anyway: drop-offs and pickups near homes happen in the daytime, and we do not promise night or Sunday service. The phone is answered 24 hours a day, 7 days a week.
Some of the busiest roads near our yard are state highways, not city streets. Our yard off SE Otis Corley Dr is about 0.75 miles in a straight line from the I-49 / US-71 / US-62 corridor and about 0.19 miles from AR-112 (SE J St). Arkansas Code § 27-67-304(a) says the rights-of-way of all state highways "shall be held inviolate for state highway purposes", and that no physical or functional encroachments, installations or other structures or uses shall be permitted within them. ArDOT issues Special Permits for work on its right-of-way through the district permit officer, and Benton County is in ArDOT District 9, but we found no ArDOT permit for placing a dumpster on state highway right-of-way.
So the right-of-way of I-49, US-71, US-62, AR-12 (Walton Blvd), AR-72, AR-102 (SE 14th St), AR-112 (SE J St) and US-412 is off limits, and the driveway or the lot is the answer. Rogers' own right-of-way form makes the same point: any use of ArDOT right-of-way needs a separate ArDOT permit. If you are not sure who maintains your street, give us the address and we will work it out with you before delivery day.
Benton County. The Benton County Regional Solid Waste Management District is a public body, one of 18 regional districts in Arkansas. Its rules say that a person who hauls solid waste within Benton County "must obtain a license from the district" if they collect solid waste within the district or transport it for disposal or storage there (8 CAR § 110-603(b)). Every dumpster and roll-off container a hauler uses must "display both the business name and phone number in letters no less than four inches (4") high on at least two (2) sides of the unit" (§ 110-612(b)(4)), open loads must be tarped above 35 mph (§ 110-612(b)(2)(B)), and waste may go only to a fully permitted facility (§ 110-612(b)(5)). The District licence "does not supersede any local government's issuance of an exclusive franchise for hauling within its boundaries" (§ 110-609(d)), which is why the city rules below still matter.
Washington County. Springdale's Washington County side, Tontitown, Lincoln and Prairie Grove are in the Boston Mountain Solid Waste District, whose rules say no one may collect or transport solid waste in the District "without first securing a Solid Waste Hauler's License from the Board" (§ 9.02(A)). Its licence, too, does not supersede a local exclusive franchise (§ 9.02(f)), and open loads are tarped above 35 mph (§ 9.03(c)). State rules put hauler licensing with the regional districts (8 CAR § 60-202). We're licensed & insured.
Seven nearby places have collection rules that reach the company doing the hauling, so we check the City's rules before booking there. Rogers: Ord. 05-130 bars businesses from contracting for solid waste disposal with anyone not licensed by the City, and its private-collector contract counts construction debris as solid waste; the ordinance was removed from the code book by Ord. 26-51 but is "not repealed". The Rogers ROW Use Permit names "placing dumpsters, equipment, work trailers, etc. in public parking spaces or ROW", with a site plan and, for work in the street, a traffic control plan. Centerton: the City grants an exclusive franchise for residential solid waste collection (§ 5.08.01) and makes it mandatory (§ 5.08.04); the code does not say whether that covers a homeowner's roll-off. Bella Vista: all residents and commercial establishments must subscribe to the City-provided or City-contracted service (§ 22-1(b)), and no truck of 1½ tons or more may park on a street, right-of-way or residential lot from 6 p.m. to 6 a.m. (§ 26-30(a)).
Cave Springs: commercial waste providers need City authorization and a written agreement with the City before signing commercial customers (§ 52.02(F)), and the code's definition of commercial waste includes residential construction. Little Flock: "All residential and commercial trash service customers in the City of Little Flock are prohibited from contracting or hiring any individual firm for the collection and disposal of residential or commercial solid waste other than the trash service company specified by the City of Little Flock from time to time" (§ 5.20.01). Pea Ridge: the same contract-only wording as Bentonville (§ 5.16.08(A)), plus a City permit to run a solid waste collection service (§ 5.16.10). Highfill: Ord. 2016-07 grants an exclusive franchise for residential and commercial solid waste, outside industrial zones and the airport area, so we check Highfill's rules before booking.
Springdale: homes and businesses making less than two cubic yards of waste a week use the City's contract service, and a private collector serving larger customers must "execute a contract with the city, and pay the required license fee pursuant to contract" before taking them on (§ 102-2(2)). Siloam Springs: "No one except city employees shall collect solid wastes or recycling within the city limits without the express written consent of the city administrator" (§ 82-37(a)); building material is accepted only in a pre-approved City roll-off (§ 82-37(c)), and the code adds a 10 percent franchise fee for outside roll-off haulers (§ 82-41(c)(4)). Gravette: "No pick-ups or hauling of refuse shall be made except by city-authorized vehicles. Authorized vehicles shall be those for which the owner has a written contract with the city" (§ 36-22(2)b). Prairie Grove: the City collects all trash, and "No other person shall collect, store, convey, transfer or dispose of trash or refuse generated in the city without the express written permission of the city" (§ 5.04.01).
In those four we check the City's rules before booking. Gentry runs residential trash through a City contract, and we could not read the City code, so we check with City Hall before booking and make no claim about its rules. None of this means we can or cannot serve these towns; it means we check first. Tell us the address when you call.
Tontitown: commercial, industrial and multi-family customers contract with a licensed private collector who meets all City requirements (§ 53.02), and the construction-site container the general contractor provides must be emptied by a hauler licensed by the Boston Mountain Solid Waste District (§ 53.09). Lincoln: no one may collect or transport solid waste without first getting a licence from the City (§ 5.20.04(D)). Both are in Washington County, so the Boston Mountain licence rule applies too.
Lowell: we found no collection franchise or hauler permit in the City code. Its street rules are strict, though: "No person shall obstruct any street, sidewalk, or drainage structure in the city" (§ 22-5(a)), and we found no permit process for a container in the street, so in Lowell the container goes on private property. Trucks of one ton or more may stand on a street only while making a delivery, pickup or service at that address (§ 28-35). Decatur: the City contracts residential trash collection, and we found no exclusive-hauler rule in the ordinances the City posts. Both are Benton County District towns.
Several codes require a container on a building site, which is worth knowing before the first inspection. Centerton requires a covered container of at least 50 cubic feet on each building site before a temporary electrical meter will be approved (§ 5.05.02), and a demolition permit "Requires a 20-yard minimum dumpster on site" (§ 11.20.03(F)). Springdale (§ 102-10), Cave Springs (§ 52.08) and Tontitown (§ 53.09) make the general contractor provide containment that holds at least five cubic yards, with no openings larger than three inches, in place by the first required inspection and emptied regularly. Little Flock requires construction waste to go into a container or enclosure at the end of each work day (§ 5.12.01). If the container is for a permitted building site, tell us when you book.
Tell us the address and where you want the box. In Bentonville we check the City's requirements and the placement with you before booking, and the driveway comes first; a street spot means a right-of-way permit question for the Street Department. A state highway means the driveway, every time. In Rogers, Centerton, Bella Vista, Cave Springs, Little Flock, Pea Ridge, Highfill, Springdale, Siloam Springs, Gravette and Prairie Grove we check the City's rules before booking, and in Gentry we check with City Hall. In Tontitown and Lincoln the licence rules apply, and in Lowell the box stays off the street. Call (479) 364-6745 — the phone is answered 24 hours a day, 7 days a week.

We found no City permit written for a dumpster on private property. The rule that matters is City Code 42-80, which limits refuse hauling to City-owned vehicles or vehicles whose owner has a written contract with the City, so we check the City's requirements and the placement with you before booking.
The City requires a right-of-way permit for work in the public right-of-way (Code 50-721), with 5 business days for review, and Code 82-120 bars obstructing streets and sidewalks. Neither names dumpsters, so we ask the City before any street spot. The driveway is the better spot.
No. State highway right-of-way is held inviolate under Ark. Code 27-67-304, and we found no ArDOT permit for placing a container there. That covers I-49, US-71, US-62, AR-12, AR-72, AR-102, AR-112 and US-412.
Yes. The Benton County Solid Waste District requires a hauler licence (8 CAR 110-603), the Boston Mountain Solid Waste District requires one in Washington County, and several cities add their own rules. We are licensed and insured.
Rogers, Centerton, Bella Vista, Cave Springs, Little Flock, Pea Ridge, Highfill, Springdale, Siloam Springs, Gravette and Prairie Grove, so we check the City's rules before booking there. Tontitown and Lincoln have licence rules, and in Gentry we check with City Hall.
