Local knowledge
Getting our bearings in Little Flock
Knowing a city properly is the difference between covering it and showing up with the right box.
- One specified company — residential and commercial customers may hire only the trash service company the City specifies (§ 5.20.01).
- Covered and enclosed — anyone hauling trash, junk or scrap in the city keeps the load properly covered and enclosed (§ 5.08.01), with fines up to $200, then $400, each day a separate offense (§ 5.08.05).
- Daily site clean-up — construction site waste goes in a container or enclosure at the end of each work day (§ 5.12.01).
- Dump trucks need a destination — dump trucks with no destination in Little Flock stay off city streets except state highways (§ 8.08.02).
- No storing trash — no one may store or dump trash, junk or scrap within city limits (§ 5.08.03).
- Right-of-way — the City issues excavation permits only to licensed contractors (Ch. 9.04); we found no dumpster permit.
What comes out of Little Flock properties
On a Little Flock job site, everyone working there makes sure construction waste goes into a container or enclosure that won't let it blow or wash away, at the end of every work day (§ 5.12.01) — a roll-off on the lot makes that easy. And trash, junk and scrap can't simply be stored on a property in town (§ 5.08.03). Small clean-outs and garage jobs fit a 10 (about 3 pickup loads); medium renovations and yard work a 15 (4 to 5 loads); roofing, remodeling and landscape jobs a 20 (about 6); large clean-outs and commercial jobs a 30 (about 9); and demolition and construction a 40 (about 12). Concrete and dirt go in a 10 or a 15 only — heavy materials have strict weight limits, and tile, plaster, shingles and wet yard waste get heavy quickly. The standard rental is 3 to 7 days. Need longer? We quote a small daily or weekly extension fee. Finish early? Call and we'll schedule an early pickup.
What goes in: wood, drywall, tile and flooring, furniture and household junk, yard clippings and branches, roofing shingles and small appliances, with concrete and dirt in a 10- or 15-yard container only. What doesn't go in: paint, solvents and oils, fuel, tires, batteries, gas cylinders and propane tanks, hazardous chemicals, medical waste and asbestos — that's our own list. Arkansas law backs up two of them: a used lead-acid battery may not go in with municipal solid waste (Ark. Code § 8-9-303(f)), and whole tires can't be landfilled unless they're shredded or split (§ 8-9-403(c)(3)(A)). The state's landfill rules also keep liquid waste, and containers holding it, out of Class 4 landfills (8 CAR § 60-616). If you're unsure about something, call before it goes in. Our what can and can't go in a dumpster in Arkansas guide covers the rest. Household special waste goes to the Benton County Solid Waste District's drop-off sites: the main site at 5702 Brookside Rd (the District's Centerton site) and satellites at 2307 N Arkansas St in Rogers and 1108 E Ashley St in Siloam Springs. They are for households only — no building materials of any kind, no household trash and no delivery in commercial vehicles — so call the District at (479) 795-0751 for what each site takes.

Permits, placement and who may haul in Little Flock
Who may haul — we check first: “All residential and commercial trash service customers in the City of Little Flock are prohibited from contracting or hiring any individual firm for the collection and disposal of residential or commercial solid waste other than the trash service company specified by the City of Little Flock from time to time” (§ 5.20.01). The section prints no ordinance number and doesn't mention roll-offs or construction debris. A business licence is required to do business in the city (§ 4.24.02). We check the City's rules before booking a container in Little Flock. We're licensed and insured.
Covered and enclosed: “Any person, firm, or corporation which hauls, dumps, or stores items of trash, garbage, junk, scrap metal and things of similar nature, who shall haul, carry, or transport such within the city limits of Little Flock, Arkansas, shall have the part of their vehicle … properly covered and enclosed so that none of such matter may fall from such vehicle” (§ 5.08.01). Fines run up to $200 for a first offense and $400 after that, each day a separate offense (§ 5.08.05).
Construction sites: everyone working at a construction site, residential or not, makes sure “all construction site waste and trash be deposited at the end of each work day in a container or enclosure designed not to allow the waste or trash to be blown or washed from the construction site” (§ 5.12.01, Ord. 2010-338).
In the street and on the way in: excavation in the right-of-way needs a permit issued only to licensed contractors (Ch. 9.04); we found no dumpster or right-of-way use permit. Dump trucks — vehicles carrying 6 cubic yards or more that unload by tilting the bed — with no destination in Little Flock stay off city streets except state highways (§ 8.08.02). Driveway first. You don't need to be home as long as we know where the container goes and the spot is clear of vehicles and obstacles. Leave about 60 feet of clear approach for the truck and about 25 feet of overhead clearance, free of power lines and branches. Our smaller containers fit easily in most driveways, and we use boards when needed to protect the driveway.
County hauler rules: Arkansas leaves hauler licensing to its regional solid waste districts (8 CAR § 60-202). Benton County's district rules say “A person who engages in hauling solid waste within Benton County must obtain a license from the district” to collect solid waste in the district or transport it for disposal or storage there (8 CAR § 110-603(b)); every roll-off container must show the business name and phone number “in letters no less than four inches … high on at least two (2) sides of the unit” (§ 110-612(b)(4)); and a District licence “does not supersede any local government's issuance of an exclusive franchise for hauling within its boundaries” (§ 110-609(d)) — which is why the local rules on this page matter.
State highways: Arkansas holds state highway rights-of-way “inviolate for state highway purposes” (Ark. Code § 27-67-304(a)), and we found no ArDOT permit for setting a container on one — so a container never goes in the right-of-way of I-49, US-71, US-62, US-412 or a state route such as AR-12, AR-72, AR-102 or AR-112. Beside one, it goes on private property.
Covered loads: in Benton County, haulers' vehicles with open storage areas “must be tarped when traveling in excess of thirty-five miles per hour (35 m.p.h.)” (8 CAR § 110-612(b)(2)(B)), and state law bars driving any vehicle that isn't loaded so as to prevent its load from dropping, sifting, leaking or otherwise escaping (Ark. Code § 27-35-110(a)). Keep debris below the top rim — if it's overfilled, we can't legally haul it.
Remodel or tear-down: Arkansas' Asbestos Abatement Rule (20 CAR pt. 860) leaves residential buildings with four or fewer dwelling units out of its definition of a facility (§ 860-104(32)(A)), though disposal rules can still apply. For other buildings, the owner or operator has the building inspected for asbestos before demolition or renovation starts (§ 860-105), files a written notice with the Division of Environmental Quality at least 10 working days before any demolition, “even if no asbestos is present” (§ 860-201(a)), and gives the same notice for a renovation that disturbs at least 260 linear feet on pipes, 160 square feet on other components or 35 cubic feet (§ 860-203). Asbestos never goes in our containers — tell us if an inspection finds any.

How it works
Booking a dumpster in Little Flock
Booking a container here takes one phone call and about five minutes.
Step 1: Call and tell us the job
One short conversation. We ask the address and the city — the rules follow the city the property is in — what you are clearing, whether a cleanout, a renovation, a roof, a yard or a job site, what is going in, roughly how much there is, and how much room the driveway or lot gives us.
Step 2: We size it and quote it flat
We recommend the right size, so you do not pay for space you will not use or call for another pickup, and you get a clear, flat-rate price that covers delivery, pickup, disposal and the standard rental period of 3 to 7 days. If it is concrete, shingles or dirt, we say up front that weight decides the size. If your city controls who may haul, we check its rules before booking.
Step 3: Delivered where you want it
The driver sets the container on the driveway, lot or job site where you asked, on flat, solid ground rather than the lawn, with protective boards on request. Often same-day or next-day, when availability allows. You do not need to be home if the spot is marked and clear.
Step 4: Load it at your pace
Keep everything below the top rim and keep the problem items out — paint, solvents and oils, fuel, hazardous chemicals, tires, batteries, gas cylinders and propane tanks, medical waste, asbestos, and fridges or A/C units that still hold refrigerant. Need more time or a swap mid-job? One call.
Step 5: We pick it up and handle the disposal
Call or text when it is full or the job is done and we come and pick it up promptly. The load goes to local recycling and disposal facilities, and metal, concrete and yard waste are recycled instead of dumped whenever possible.
